Isabelle Rose Burrell, former Napa County Treasurer - Tax Collector and fourth generation native of Napa, died on January 14, 2025. She was 91.
Isabelle Rose Silva was born on December 17, 1933 at Park Victory Hospital in Napa, California. She was the daughter of Isabella Kettlewell and Manuel R. Silva. She attended St. John's Catholic School, Napa High School, and Napa Valley College. On April 14, 1951, Rose married her high school sweetheart, Robert "Bob" L. Burrell. The two met, as teens, at the Napa County Fair. Together, the couple raised three children, Stephen, Mark, and Sandra, in their Alta Heights home. After her children reached school age, Rose started her career in public service and she was employed by the County of Napa for 32 years. She was elected Treasurer - Tax Collector and served in that position for ten years until she retired in 1989.
During their retirement, Bob and Rose travelled extensively. They travelled to over 40 countries, including India, China, and numerous countries in Africa. The pair also enjoyed travels together in their RV throughout Mexico, Canada, and the United States. Rose loved to play golf and bridge. She was an avid reader and was fond of her garden, which included a variety of tomatoes, cucumbers, zinnias, and roses. She was a past president and life member of Soroptimist International of Napa, as well as a past captain of Napa Valley Country Club Women's Golf Association.
Rose is survived by her husband, Robert Burrell, and her children: Stephen (Geri) Burrell and their children, Ashley Burrell and Josh Burrell; Mark (Mary) Burrell and their children, Bob Silva and Monica Silva; Sandra Foley and her children, Dana Perkins and Lyle Foley; and five great-grandchildren.
