NAPA - Dr. Carl Anthony Galopin passed away on September 25, 2022, in Germantown, MD. He was born on June 23, 1953, in Camden, NJ.
His school years were primarily in Napa. He attended Shearer Elementary, Redwood Junior High and graduated from Napa High in June 11, 1971.
Carl belonged to Boy Scout Troup 2 and enjoyed their campouts and the challenge of earning the badges that he completed and became an Eagle Scout. He participated in their Scout-O-Rama projects held at the Napa Town & Country Fairgrounds.
During Carl's time at Redwood Junior High he became director of student publications "The Injun-eer." It was published weekly during the school year except holidays and vacation periods by the Journalism Department of Napa High School. He continued with the newspaper when he reached high school then became its news editor.
In February 1966, during Boy Scout week, Mayor Ralph Trower handed the gavel to Carl as scout "Mayor." Carl then spent a morning with various city officials and was hosted at a luncheon that day.
In March 1969, 250 students participated in a three day event called "Model United Nations." With the help of many teachers it became an annual project of Napa High School. It was held at Ridgeview Junior High. There were three days of caucusing, debates, rules, and the responsibility of representing the country the delegates had chosen. Carl, who represented the United States, was the chairman of the most Outstanding Delegation. He was also named the most outstanding speaker and wrote the most outstanding resolution. There was an awards banquet at the end of the final session.
In June 1970, Carl was one of four high school juniors that were named to represent the Napa Post 113 of the American legion at their annual session of Boys State that was held in Sacramento. They were selected from many candidates on the basis of leadership, character, scholarship, service and citizenship by a board of administrators and teachers at each high school. The boys would join more than 850 boys representing the outstanding high school juniors from all sections of California.
Together with several teachers, Carl and some of the students who participated in the Model United Nations went to Asilomar for a weekend to the World Affairs Council Session. George Ball, former undersecretary of State and United Nations Ambassador addressed the conference.
After graduating from Napa High Carl went on to get his Bachelor of Arts degree in 1975, from the University of California at Santa Cruz. He majored in Economics and English Literature. During the summers he worked at the cannery and K-Mart in Santa Cruz, to help with school expenses.
Taking a break from college, Carl worked at the VA hospital in Palo Alto for three months as a file clerk, another three months at the post office and then two-and-a-half years at the Alameda Naval Air Station. Aircraft carrier engines were brought in, disassembled, sand blasted, checked for cracks, and overhauled. Carl won two awards during this time at the Alameda Air Station for submitting a proposal to bring down expenses at this facility.
Carl then attended San Francisco State for three years studying Mathematics and Economics.
After leaving San Francisco State Carl went to the University of Maryland for one year where he met Fredrick Iffert, who became a lifelong friend.
From the University of Maryland Carl continued his education at UC Davis in California, earning his Master's Degree in Economics in 1987, and a Ph.D. in Economics in 1989. Upon completing his Ph.D. at UC Davis, he then went on to become, for one year, a visiting professor at Tulane University in New Orleans, LA, in the Department of Economics.
When he left Tulane he went to the University of North Carolina at Charlotte for two years where he was a Professor of Economics. After this Carl went to work for the US Department of Agriculture as an Economist. He retired after 30 years.
Carl is survived by his mother, Louise Clerici of Napa; and family in Portugal.

A memorial service will be held on Friday, November 18, 2022, at 11:00 a.m. in the Tulocay Cemetery Chapel 411 Coombsville Rd. Napa. Chaplain Lee Shaw will speak at the memorial. A light lunch will be served after the ceremony in their reception center and everyone is Invited to attend.
